SCS SB 351 -- ORGAN DONATION

COMMITTEE ACTION: Voted "do pass by consent" by the Committee on
Health Care Policy by a vote of 14 to 0.
This substitute revises a provision pertaining to the receipt of
parental or guardian consent for a minor making an organ
donation.
Currently, a parent or guardian's consent is noted on a minor's
donor card, application for an instruction permit or driver's
license, or other document of gift. The substitute requires that
parental or guardian consent be noted on the minor's donor card,
instruction permit, or driver's license as the attorney-in-fact.
FISCAL NOTE: Cost avoidance for Highway Fund of $24,960 in FY
2004, $0 in FY 2005, and $0 in FY 2006.
PROPONENTS: Supporters say that the substitute will create a
more efficient and effective process for verifying parental or
guardian consent. This will provide a cost savings by increasing
state revenues due to the elimination of computer re-programming
costs associated with the application process for obtaining an
instruction permit or driver's license for a minor.
Testifying for the bill were Senator Dougherty; Representative
Johnson (61); Department of Revenue; and Department of Health and
Senior Services.
OPPONENTS: There was no opposition voiced to the committee.
